Why?

This picture always makes me chuckle.
It is of the Greenwich Foot Tunnel under the River Thames by The Cutty Sark.
Why does it make ne laugh you might ask?!
Well it's a tunnel under a river. Should it leak from above, don't worry it has drainage....

What good are the drains if the Thames floods the tunnel?
