A Rather Hardy Rose

Now withstood three severe frosts, and still pretty.

Back in July I ordered a buddleia bush on line for a space I'd created in the garden. It arrived today!!!!!
What am I going to do with it? The ground is like iron. Should I stand it outside or keep it indoors waiting for a milder day.
I am a little bit annoyed as well as perplexed
