Ice flowers on the water

I snapped an almost identical blip last winter (March) of the church of Our Lady of the Sign on the banks of the Neris river in Vilnius. Last time the river was almost completely frozen over and it was rather cloudy. Today at lunchtime there was more light and the river was flowing along carrying what looks almost like large water-lilies of ice.
