What are these???

There I was having a lovely romp through the mud and undergrowth at a new place when I came across some water with these white things in it. They moved very slowly without moving if you know what I mean. It looked like they were floating on the water. Then one of them suddenly got bigger by opening its wings and hissed at me. So I barked back and ran away.
