Is it me?

This is the view from an upstairs bedroom after the fog had lifted somewhat. This morning when I went to the dentist, (a 30 mile round trip, but worth it), the fog was much worse. About 20% of drivers had no lights on and another 20% with just their sidelights on. Am I missing something? Are some cars fitted with an electricity meter?
