Extra - they've been adding really useful armrests to the benches in the promenade shelters...
Only just realised that they are probably designed to prevent rough sleepers using them. 
They are NOT adding them to the benches in the open.  
Petty, small minded, bureaucratic and cruel. 
Shame on you, Rother District Council!
