Golden hour

I first took this picture in the morning on my way to work but it looked grey and uninteresting. Even though a windmill in the middle of the city should make you look up and marvel at it.
On my way home the same picture taken just after sunset made it look completely different! I guess the blue light and reflected lights make all the difference. And the apartment blocks blend in the background. Is that what they call the golden hour?
