What's the operative word?

I saw this poster in a training suite. Underneath the big quote was a long piece about 'everything' being the operative word for information managers but in human relationships it's useful to emphasise 'data'.
'The expression helps us to be objective and fair and to put our feelings and emotions to one side when reacting and making decisions, especially when our reactions and decisions affect others.'
