What is it?

Had a lovely day in Cowbridge with A and L. The sun shone, we shopped, we lunched and we chatted. A perfect day. And it was really good trip home, with both the M4 and M25  being clear.
This implement was one of a couple I saw today. Heaven knows what it did.
