Paragliding?

On the beach today, we saw two of these, they took over an hour of unsuccessful attempts to get going. We thought they never would. They have motors so I'm not sure if they qualify as paragliders.

We saw a young Indian being rescued from the sea after he had gotten out of his depth with out knowing how to swim. Very sobering.
