Wellington sculpture

I think this is a sculpture but I'm not sure of what. It's in a very small park with no plaque or name.
This is our third time here, and true to form it is rainy and windy. Quite a contrast to the warmth further north. Apparently the wind funnels through the Cook Strait which makes a normal wind worse. Hope it calms down for our crossing on Saturday.
