Who's that girl?

She is probably my favorite statue in Waterloo! Her playful hair and smile greet me each time I drive down the Chaussee. I don't know her name, how old she is or how long she has been there, but as long as I have been living here she cheers me up as I pass by. Now to see her in the snow with what I have always believed is hula hoop makes this blustery day seem as light as the hula hoop around her!

Can't you just hear her giggle!
