This is the old National Westminster Bank building, built in 1873-1874 and was designed by Lancaster Architects Paley & Austin who took commissions mainly in Lancashire, Barrow-in-Furness being in Lancashire at the time. Now a listed building, was home to a carpet store, but now up for a new owner, sadly I think it will be empty for some time.
