Just a duck

Sitting on a part of a big bag which is used to store excessive amout of water when plenty rain is falling and the sewers are overloaded.
It should be below the surface but nobody knows why it isn't....
Very clever guys from the company that has installed the thing have tried to come up with solutions but nothing worked....
The thing comes completely out of the water and is starting to float when excessive rain falls.
