Flat tyre

I saw this bicycle on my walk last week and thought it was very nice looking. I was surprised to see it in exactly the same place this morning. It has a flat tyre and I think the inner tube has gone. It is locked up and it's otherwise in good condition. I'm curious as to why it's still there. I'll have to check next week.
