Market trader

I wondered why there was a statue of a man holding a fish outside Altrincham town hall. I found a little plaque on the wall that said he depicts a market trader. Altricham is one of the oldest markets apparently. I decided it was a bunch of flowers in his other hand but it's not very clear.
