9B or not 9B? that is the question

Found this engraved brick this morning.  The builders have no idea what it means.  Someone somewhere does though.

Have just discovered another Lockdown TV gem - the Joy of Painting  BBC4 7.30pm.  Happy painter slaps paint on canvas making "happy trees" and "happy clouds".  I wish I could make happy trees.  Or trees happy, even.
