One Up One Down

This handsome fellow had an interesting situation with his antlers: one antler looked fine, covered with "velvet", but the other antler was ONLY the velvet with NO antler!  You can see the velvet flopped over, like a third ear. I wondered, how could he lose the antler but not the velvet covering it?
