Nonsensical rules

So the pubs and barbers are open along with other non-essential businesses but the park cafe is still not allowing outdoor sitting?

I had to endure public transport today. 40% of people are not wearing a mask or not wearing it properly. I need a new plan. I might have to buy an e-scooter to get around this. I know they are not road legal in the UK but quite frankly I think I am willing to take to gamble to avoid having to sit in a tube carriage with arseholes.
