Budding Cosmos

I wasn't about to ignore this sweet little bud...so I'm sharing it with everyone:)) 
Could anyone explain why, in their crazy governmental wisdom, do we have to allow a further ten days of more possible infections, before it becomes mandatory to wear a mask? WHY ON EARTH WAIT??
