SPRINKLER SYSTEM?

I don't know what's going on in Place Houwaert, but the powers that be have apparently installed a kind of sprinkler system that's spewing out multiple jets of vapour...

Thinks...  "Is this to mist all the flowers & plants? Is it a disinfectant? Or something more sinister?"
