What is she doing there?

Today we were exploring a new part of the country for us....Faversham area on the north Kent coast. It was a very flat walk compared to our Swiss walks - but nice to be by the sea and interesting birds.
This scene caught my eye because I wondered what this lady was doing there.....and a splash of colour contrasted to the surroundings!
