What am I?

I thought these flags flying outside local council offices showed the complexities of modern identity- European, British,Scottish or vice versa or indeed any order you opt for.

The problem was to ensure that all three flags were flying equally strongly, lest a political message be read into the photograph. Fortunately a strong gust of wind blew at the right moment and political balance was maintained.
