Sunset over Park of Keir

Its more than three years since the Park of Keir development, better known as Judy Murray tennis centre, was given the go ahead by the Scottish government on condition it fulfilled certain requirements by Stirling Council.
Well, three years later still no agreement has been reached.
 
Now we understand Stirling Council will not grant a further planning extension. 
Has the sun finally set on this project
