More to the point: Why do people think they have the right to just dump things like this?

Somebody has dumped this on the corner opposite the house! Admittedly it is near the litter bin .... but it is a bit of a stretch to call it litter! Mind you a lot of the stuff that is dumped around or even in that bin is not litter! It's very annoying to put it mildly!
