Juvenile Male Red-bellied Gull
Yes folks, it is a Buoy Gull.*
Red-bellied gulls are fairly uncomon but may be spotted most frequently in their preferred habitat of marinas and inland boating lochs. The yellow-bellied gull is a common variant but is not considered a separate species.

* Our friends across the pond should note that what you call a 'booee' is pronounced 'boy' over on this side.
