Subject to Planning

A new sign up at the former cinema/bingo hall. As far as I know it is optimistic signage from the developer/owner as the last planning application was thrown out and there hasn't been a new one. Is it an attempt to make it look like the decision has already been made so people don't bother objecting when the planning application is submitted?
