This is Grey's Monument in Newcastle all wrapped up against the cold to highlight the work of the Citizen's Advice Bureau


Coincidentally the colours of the scarf were blue and yellow which are the same as a change strip of Southampton who were losing 4-2 against Le Toon, which confused a lot of stupid people for a while, or possibly just me who wondered just how drunk you would have to be to climb up there..
