Puzzling

This sign in a park in Évora has always made me wonder if something isn't a bit wrong. The writing underneath means 'unless on a lead'. My understanding is that it's ok to be anything up-to and including an Alsatian unless you're on a lead..... so where do the human population fit into this scheme of things?!
