Any ideas?

Left to me by my gran with various other bits 'n' bobs (which will no doubt appear on similarly late night/busy day combinations), but I don't know what it is. It has a hook clasp at the tope - perhaps to attach to a waistcoat??? Answers on a Victorian/Edwardian postcard...
