Mystery initials

This sampler is one of the bargains my late father in law bought, and I got it framed when I found it rolled up in a drawer.  I would love to know who the talented person was.
I have been told that it is an example of the sort of work you get from orphanages and as the embroidery is in red, it probably comes from Birmingham.
I will never know.
