The Twilight Zone

We have certain by-laws in our area about putting out rubbish; a specific time window on refuse day when you can or can't. I assume it is the same for nearly everybody. It is just a shame that nobody seems to heed them.
We used to have problems with feral cats and stray dogs, then the humble crow got in on the act-and very messy buggers they are to. Now we have to worry about men in anoraks.
