More than a slight damp problem

I walked past this hotel last week, thought that the wall looked a bit damp, and assumed it was caused by a leaky gutter. We haven't had enough rain or snow since to account for this, I think they may have a problem.
We set of for our walk with a route in mind, opened the back gate and were hit with an icy blast which caused a hurried change of plan. The walk became very much shorter.
