Outside Meter For Dining

Not a popular place for outside dining? It might be that there is a parking meter or maybe it is just too cold for sitting outside eating ice cream? The street parking meter has been incorporated into the outside dining area for Mallards Ice Cream shop downtown Bellingham... Folks are still getting a ice cream cone but not !!! Sitting outside in the cold to enjoy those flavors... :)
