The blue box

On an afternoon walk to Hollingworth Lake I spotted this odd blue cupboard in a small wood, beside a car park, not far from the Lake. I assume it has something to do with electricity, gas, water or drainage unless it is a holding cell for people who fail to pay and display.  I don't think it has anything to do with toads.
