Ice on the beach

I spotted these down on the shore so shinned, and slid, down the cliff to see what they were.  They turned out to be mint flavoured sachets of nicotine! Lots of them. Never seen or heard of them before. Made in Iceland!

I presume that they came off a passing boat. We get all sorts of things washed up.
