Why do cigarette smokers do this?

What is it that makes cigarette smokers think it is acceptable to drop toxic plastic butts wherever they have finished with them? Are their carpets and laminated floors at home littered with these smelly butts? Did their parents not bring them up to dispose of litter correctly? Mine certainly did...
