Well Well Well?

I passed this tiny building on my bike ride, along with another almost identical one about 50 metres away. There’s no sign of what it is or was, and I can’t find any reference to it anywhere. As there’s a metal winding handle on one side I wonder if it is some sort of well covering. The little door was locked so I couldn’t peek inside!
Any suggestions welcome!
