Men at Work: The Parking Attendant

Life in Edinburgh's New Town and today we have a gentleman busy at work on Moray Place. The thought occurred to me - are Traffic Wardens now called "Parking Attendants' and if so, was the name change undertaken to give a suggestion to the public that they are providing a service to the public that is less officious/contentious/hostile etc  ?
