Part of the flood control system that runs from Sandia mountain through the city and down to the Rio Grande river. During thunderstorms these will be almost overrun with water, creating large rooster-tails sometimes. The blocks help break up the waterflow and slow it down a little, preventing erosion at least a little. Water flow is from left to right in this photo.
