Industrial archeology on the Grand Canal, Dublin

Passed these on my bike this morning, on Eustace bridge over the Grand Canal, Leeson St, Dublin. A fine example of Victorian engineering, from what I can gather they date from about 1870. I presume they're water pipes and the elaborate structures are for venting possible air locks, but that's just a guess?
