Give us a clew?

A huge Jiffy bag arrived at lunchtime and when I opened it the little pulley dropped out. The sheave is smaller than a1p coin.
During the downtime between afternoon tea and dinner I put the pieces together.
Something else to go to the boat on the next visit.
Anyone know what it is for?
