A mysterious black bloom

I have tried to identify this shrub without success; perhaps someone can enlighten me.  It is covered in these dark purple/almost black blooms.  The leaves (visible in extra) remind me of those on a tea bush but the bloom doesn't look like it is related to the Camellia family.  Any ideas?
