No mow!

Saw this today on the edge of a small car park by Kingston Bridge. I’m wondering if it is there for the ‘right’ environmental reasons or because the council have decided not to cut and maintain this area! The paths and steps nearby have clearly not been cleaned or swept for at least a year, lots of debris, dirt and litter. Cheaper to get a sign made than maintain the area?
