Numbers (may be) incorrect

I'm pretty sure this is is meant to measure the temperature. I also think it may not be working. I don't know how it's meant to work or what it looks like when it functions properly either. So maybe it is working and I just don't know how to read it.
Research is in order, although I don't know what they are called
Mind you I don't need any device to tell me it too cold for my liking!
