Bottle opener?

I’m not sure as it is firmly attached to the stone pillar. It’s outside the butchers where I was waiting to go in (only 2 people at a time). The only thing I can think is that it is an old latch for a long removed gate or barrier.

A bit cooler today and a decent breeze which made the day a bit more bearable but . Tomorrow I think we’re due long overdue rain but hope we don’t get flooding.
