Call THAT Rain?

The last two nights the garden got about 0.1" rain each night and I'm hearing about Floods down country!  OK, I'm atop a hill, but even in a hollow there hasn't been enough to wet the soil thoroughly.  I'm writing this on Sunday a.m. and we've just had 0.4"≈10mm. and that dry patch is still dry.
I once heard that Penrith is in a partial rain shadow in that rain from the West gets caught by the Lake district fells and Rain from the East falls prey to the Pennines.  This certainly seems to reinforce the theory?
