The clues are there if you look...

This is underneath the tree where the wagtails regularly sleep. A girl from the nearby restaurant said that they always come in to roost at 6pm. The evidence suggests they have a cigarette before they go to sleep, although I've never been there at 6pm to find out for sure. I'll keep it as a working theory for the time being.
