Mystery Tool

I found this amongst my late father's tools and I'm not at all sure what it is for..  The stock is heavy and cast iron and the fixed L shaped blade is held by a simple nut and bolt.  All I can think of is that it is an extremely heavy duty tin-opener, perhaps used for opening oil drums or similar.  Has anyone got any other ideas?
