Again?

6 men, 5 works vans, 1 tipper truck, a road ripper upper and not a stroke of work  in the 15 minutes I was there...and this is on the same bit the 'repaired' maybe 2 months ago.
The 'roofers' at one of my drop-offs (about 100 yards behind where I and sitting waiting) have had the scaffolding up for 3 months and they still haven't got half way through the job. There were 4 of them standing about doing nothing (again) with their 4 vans blocking one of the car parks.
No wonder the Council has no money ..... buying all these vehicles (it seems to be one for each employee), paying for huge amounts of scaffolding that is there for months on end and paying men to stand around and do bugger all for hours on end.
